Successful recreation of maxima 5.5 windows install file (not compile, but install)

It is reasonably straightforward, if what I've got up there really
works.  I haven't heard of anyone else trying it yet, particularly on a
machine that hasn't had maxima installed. There are a
couple fine points that I'll document, and we can include the script
InnoSetup uses in CVS at some point.

Basically, what we will have to do is build a working Maxima, remove
anything you don't want in the install binary, and then compile the
InnoSetup script - sort of like a very elaborate self expanding zip
file, in a way.  Which will mean working out what we do and don't
want to include in the binary, but we would have had to do that anyway.
