Maxima follows the convention that a symbol prefixed with % is a noun.
It seems ok to me to require users to not create symbols with % as their
first character, and also to change limit to check that a specific noun
is supplied such as %plus, etc. Gradually we could deprecate the usage
of bare plus or minus, as well as other constants like minf or inf
