Glad things are improving.
The describe command will not work unless MAXIMA_PREFIX is
set correctly (or the default works).
Could you try running maxima from the command line (or .bat file)
using something like
set MAXIMA_PREFIX=c:/programs/maxima-5.9
start %MAXIMA_PREFIX%/lib/maxima/5.9.0rc1/binary-gcl/maxima.exe -eval (run)

I tested the port under Win98SE. I had just to increase the environment size, and
after that:
- It works OK when run from any directory,
- The closing button of Xmaxima.tcl now closes OK the maxima session, no need any
more to type "quit();" first.
- but "describe" seems still broken? When typing "describe(diff);" I obtain the
usual
"Error: cannot open the file NIL.

- The default font size at first run looks better now, good idea to have changed
it (it was too big with Bill Schelters's default value, IMHO).
- I just tested a few examples from bottom window, they work, 2D and 3D plots
work. I didn't run full tests, I suppose it's not necessary (or is it ?)
