Plans for release candidate 2 and beyond

I would really like to see Windows binaries with both gcl and clisp.

I think we should welcome and encourage any contributions of binary
packages.

I was planning to announce on Freshmeat. I think we should also consider
announcing on sci.math.symbolic and comp.lang.lisp.

I'm working on the list of changes. I should have made that another
criterion.
