Hello,
In another message I referred to R. I think R
(http://www.r-project.org/) could be a good model
for Maxima development. R is an implementation of
the S language for statistical computation; S-Plus
is a commercial implementation.
The basic functions are largely the same
in R and S-Plus. S-Plus has put much more work into
the GUI. There is a strong emphasis on the point &
click functions.
On the other hand, R is focused primarily on the
command line. R has a simple means of extending
functionality through add-on libraries, and much
of the value that I see in R is in these libraries.
The R web site has an extensive collection.
The R help system is another aspect that Maxima
could imitate. "?foobar" yields a well-organized
man page for foobar.
I hope this information is helpful.
