I fear this is inexact : an extended version of the original manual is a 
derived work, but a translation of the manual is not a derived work, as it 
is 100% different from the original. The author can forbid the 
translation, or ask royalties to allow the translation, but that is 
different from copyright, it is a personal agreement. The author is the 
copyright holder of the original version, and the translator is the 
copyright holder of the translation.

You can, unless your agreement with the author said differently. Bill 
Schelter gave me the authorization to translate his manual into French 
without any restrictions
