No, there are licensing issues because QT is not available under the GPL
license on non Unix platforms. Read about it on
http://www.trolltech.com/download/qt/noncomm.html
In addition, the non-commercial QT version for Windows is currently only
available as version number 2.3 and needs Visual C++ as a compiler. The
commercial Windows version and the UNIX GPL versions are currently at
version number 3.1.2 and 3.2.0 beta 1.

Lyx is based on XForms. You are probably referring to KLyx, a Lyx for KDE,
which is discontinued now and probably never was available for Windows.
