I think that the real need is to produce "content" rather than
to change the form. A one-time change to the form is probably
not a good idea, if it has to be re-converted by hand.
It is my impression that it is a major problem
to run TeXmacs on Windows, so I would hope that anything
done with TeXmacs could be used in other forms as well.
In order to run TeXmacs on Windows XP I had to download
a huge unix simulator (Cygwin), and hours fiddling before
I figured out how I had to patch /etc/passwd.
