why the contrib/format in lost state?



That's my fault.  It originally included some files that weren't legal
to upload (from commercial Macsyma) which I left out, and (aside from
my putting everything in there by default until it could be sorted out)
I figured the missing stuff would cause lots of problems that would be
a pain to fix.  Glad to hear I guess wrong.  If you can commit the
changes to make it work or send them to me so I can commit them, I'd be
more than happy to see it graduate to share personally.  Jim's got to
OK any move like that though.
