I have seen > 1 FAQ implemented via wiki. Also Wikipedia.org has
a discussion page for each article (and these pages are heavily
used). These examples suggest that discussing design notes 
via wiki will be workable.

PhpWiki and MediaWiki (Wikipedia) both support snapshots, and both
support page histories with diff capability. I suspect these are 
common features, although I don't know for sure.
