In the source RPM package we are dealing with, breqn is only used to
compile the maxima book with LaTeX, and it is not installed.
Let me mention that on the web one can find a breqn RPM package with
license "unknown" here:
http://ftp.unixcenter.ru/ALTLinux/people/vvz/Icarus/SRPMS/breqn-0.94-alt1.src.rpm
together with a altlinux RPM source file for maxima.
For the maxima RPM source file for Fedora, perhaps breqn could be
removed, and the maxima book only built if there is breqn installed on
the system.
