Bessel functions

(1) I vote to expunge 'bessel.'

(2) It seems that bessel_j and friends do not evaluate to a float for
either big float or double-float complex arguments. Does slatec handle
evaluation of the bessel functions off the real-axis? If it does, that
would be a nice extension.

Incidentally, orthopoly takes the slothful route and changes
big floats to doubles. The unfinished orthodisc code
(distributed in orthopoly-0.94) does do big
float evaluation for the hypergeometic polynomials.

Can we just get rid of BESSEL altogether in favor of bessel_j?
