Subject: Case-sensitivity goals, policy and implementation

At least to me, the 'defmfun' macro makes icky looking code. (NSet and
orthopoly use
'defun' instead.) If all option variables and system constants were
created via 'defmvar,'
couldn't we could handle any scheme for case sensitivity for option
variables we wanted
by changing the 'defmvar' macro?

In fact, the only complication I see in this
scheme is that Lisp programmers need to be reminded to use DEFMFUN or
some such to define their $-functions.
