This problem was corrected post-5.9.1 release. 
The description in maxima/doc/info/Operators.texi
was revised to conform to the current behavior
(which is to call the Lisp function RANDOM).
See also bug report # 1070589 at maxima.sf.net.

Calling RANDOM has its own problems; it's not standardized
across Lisp implementations, and there isn't a simple way
access the state of the number generator.
