Mock-up html manual page

OK, I may have misunderstood the intent here. I gained the impression that
what is being proposed is a rewrite of the existing documentation to conform
to some formatting/organizational standard. If your goal is to produce tools
that can work with the present texinfo files to produce better HTML, I'm all
for it. (That is not to suggest that the texinfo files cannot use
improvements, just my opinion that it's the content that should take
precedence over appearance, not the other way around, and that we have to do
a lot more to improve the content.)

Assuming that the tools work as advertised as opposed to, say, turning all
documentation into kitty litter or something, I'd be most surprised if they
were refused.
