As far as I know, nobody have succeeded to make this working under Windows
yet. On Linux (and other Unix-like systems) this works out of the box. One
of the problems is: nobody of developers of this interface has access to
a computer running MS operating systems (and also I know very little about
Windows programming).
If you know how to program under Windows, and have some time to help the
community, I can provide details about how this interface is supposed to
work, and what goes wrong under Windows (a lot, it seems). Many users will
be grateful to you, if you port the TeXmacs-maxima interface to Windows.
Andrey Grozin,
the author of the TeXmacs-maxima interface
(my office computer runs Gentoo Linux; home desktop - still RedHat 7.3;
laptop - ALT Linux; I'm sysadmin of a large server running WhiteBox Linux
3.0)
