I don't know anything in particular about making log-log plots,
however,

You'll want to look at plot2d and plot_options.
The plotting stuff is somewhat revised from the 5.9.1 version
(which you see when you execute "? plot2d" in Maxima).
There are still some gaps in the reference manual.
In particular it doesn't describe plotting points (all the
stuff is about plotting functions). Sorry about that.
