this particular bug

may have been fixed -- at any rate i don't see it in recent builds
from cvs on clisp and gcl.
thomas, can you leave a note on the bug report stating what you've
observed and also the output from build_info()$ ?
it won't solve your problem but it will help us fix writefile.
incidentally it looks like there is a case-inversion problem
and a newline problem in writefile
(reported as bugs 1274656 and 1274660 respectively).
