This writefile problem is not Windows specific.
Writefile is broken in xmaxima both on Windows and UNIX
and I'm sure in all other Maxima GUI shells (TeXmacs, wxMaxima).
Writefile works perfectly OK in command line maxima.bat.
The only small problem is that dribble file contains
UNIX-style end of lines instead of Windows CR+LF
but this is problem in GCL or Mingw.
