i suppose it wouldn't be too hard to bundle texi2html
into the distribution tar.gz.
however a build directly from cvs would still fail.
unless texi2html 1.76 were committed to cvs.
the though of which makes my head hurt.
another option is to package the documentation separately
from everything else. building maxima proper would not
require texi2html. how about that?
