The previous (5.9.1) version of ChangeLog was apparently generated
automatically from the cvs logs.
Since 5.9.1 there have been a very large number (I believe it's
more than 1000) commits, with a large proportion of those to
texinfo documents. Frankly I don't see the point of creating a
detailed list of those, so I didn't.
I made a short summary of changes in NEWS and a more detailed
list (as detailed as seems useful) in ChangeLog-5.9.2.
(I created a separate file since ChangeLog is rather different
in spirit and substance.)
ChangeLog was mostly unchanged since last year (I made a
half-hearted attempt to update it a month or two ago) so
ChangeLog-5.9.2 was constructed after the fact.
That worked OK for me; since it's easier for developers
to ignore the change log when committing stuff,
I'm inclined to say let them them ignore it.
