This is really Maxima describe bug which shows up
only on Windows if Maxima installation directory
is not on the disk C:
I don't have a real fix yet but there is a workaround.
If you installed Maxima on the drive F: then set
working directory in Maxima shortcut to any
directory on F: - describe should work.
Same is true for command line Maxima.
