Actually I worried about xmaxima built-in browser
which is not so advanced. Bit it is OK -- I've checked.
So agreed. All .html will be in latin1 (iso-8859-1).

I'll make
1. iconv default
2. recode if iconv is absent
3. and option which forces recode.
