Let's have another Maxima release.
I propose that another release branch be created in cvs on August 1.
(And another one on December 1, although that's out of scope here.)
I also propose that release be named 5.11.0.
Rationale: people expect subminor release numbers to indicate
minor changes, yet 5.9.3cvs is quite distinct from 5.9.0.
As for jumping to 5.11 instead of 5.10, some people (Linux world)
expect even minor numbers to be stable releases.
Getting a release out the door depends a lot on what other
people are doing, especially Vadim. Some pretty serious changes
are proposed for the Windows packaging. I am inclined to think
that if packaging problems are going to substantially delay a
release, we should just go ahead and release whatever we have
instead of waiting, and we'll get the additional changes in the next one.
