I'm puzzled. On Windows Maxima html manual is in the Main Windows
menu together with other Maxima shortcuts. I can't imagine what
can be simpler? As for searchability, please try wxMaxima
and it's help system.

BTW, Maxima has special emacs mode - emaxima.
