The first step would be to find a Lisp system that will run on such a
phone. Perhaps clisp would work?

Then we can talk about a trimed down maxima. At the very least you
could get rid of the slatec and quadpack routines if you don't need
values of some special functions or the quadpack numerical integration
routines.
