Lisp as scripting language (vs. python or perl orl)

This is not quite true.  Xmaxima doesn't need GCL.
It works with any Lisp supported by Maxima.
Maybe you mean Windows port of Maxima?
Here indeed GCL was the only free Lisp implementation
allowing to build standalone Windows Maxima
which doesn't need any extra libraries (like cygwin)
to run.  But now sbcl for Windows is available as
well.
