Not sure what's proposed here, but, in the interest of playing it safe:
a translation is a derived work and so the copyright of a translation
is held by the copyright holder of the original (unless released in some
way). I believe this means we cannot simply translate bits of the
Macsyma reference manual. Disclaimer: I am not a lawyer.

If there is a problem in the reference manual which is fixed in some
translation, it is best to ensure that the change is propagated into
other languages, e.g. by making a bug report about it.
