release schedule for Maxima 5.12.0

I think that I have by now covered a lot of what I wanted to clean up,
but there is still some way to go and I am not certain that I will be
fast enough to finish it up by April 1. On the other hand I see no
problem in stopping my activities for the release and continue later on.
I think the project is in some logical state - as Vadim calls it.
I'm fine with whatever you decide to do.
