Stupidity and cleverness

In the "conditional expression" thread, Robert suggested the general principle:

as a design guideline justifying his preferred way of providing
unevaluated conditionals.

I was pointing out that, though it is a catchy slogan, it is a very
broad guideline which gives little useful design guidance.  The
current behavior of Maxima in the examples I gave could certainly fit
into the category of both "preventing stupidity" and "preventing
cleverness".
