Thank you, I committed your improvement into CVS almost literally.

Presently GCL build is the only one way to obtain stand-alone
Maxima for Windows.
You can also build Maxima with clisp in cygwin.
But it is just standard configure ; make ; make install
as it is mentioned in the beginning of INSTALL.win32.
