No, it is not. Since the original author of WinTeXmacs lost his interest
to it, nobody has stepped up to maintain it.

If you know how to run maxima-5.10.0 from WinTeXmacs, things must be easy
for you. Please get the file texmacs-maxima-5.11.0.lisp from a recent
version of TeXmacs (yes, that's right, there is no
texmacs-maxima-5.12.0.lisp: the same file as for maxima-5.11.0 should be
used). Then in the file init-maxima.scm replace
'texmacs-maxima-5.10.0.lisp' by 'texmacs-maxima-5.11.0.lisp'.
I am sure that some things will not work (like the mathematical input
mode, for example), but basic things should work. Nobody has ever ported
the complete TeXmacs-maxima interface to Windows, because none of the
developers have or know Windows, and none of Windows users showed any
desire to help the community.
