Dynamically scoped?

Hello,

I am learning Maxima. I have a problem. In the maxima reference manual 
Maxima is said to be dynamically scoped. Maxima is made in Common Lisp. 
According to Paul Graham Common Lisp is lexically scoped. Isn't this a 
contradiction.
