My windows XP is german and I have added maxima (C:\Programme\Maxima-5.13.0\lib\maxima\5.13.0\binary-gcl\maxima.exe) to the exclude path of data execution prevention (see attached maxima_dep.jpg). Then restarted windows, but still no change.

Another thing that can happen on Windows systems is that
Windows detects programs which try to execute code in data
areas of memory and prevents that (so-called Data Execution
Prevention, I think). I don't know how to turn it off or at least
allow maxima.exe to run; maybe there is something in the
control panel.

(Some varieties of Linux are configured to disallow executing
code in data, also, but the original poster says he is running Windows.)
