5.14.0 release branch tagged; error attempting to build from clean source

There was a problem with the creation of the branch, which prevented
several files from entering the branch. If you look at
http://maxima.cvs.sourceforge.net/maxima/maxima/
and select the 5_14_0 branch, the missing files are shown as "dead
files". There are 9 of them in info/doc and all of the 5 files in
info/doc/pt_BR.utf8.
In particular, the Makefile.am file in that directory is missing, which
makes autoconf fail and automake complains about a missing Makefile.in

Another problem I had with make, yesterday before the branching, is that
texinfo doesn't like the @anchor{label} with repeated labels, which
appear in several texinfo files. It gives several errors which prevent
me from building Maxima.
