Maxima comes with a file called "INSTALL". Did you consult it?
Normally, you should unpack maxima-x.y.z.tar.gz to maxima-x.y.z, and do
$ cd maxima-x.y.z
$ ./configure
$ make
$ make install
Also, you may need to install a Lisp implementation if you haven't any.
