Xmaxima in Windows is a Starkit (Tcl/Tk program + interpreter + virtual
file system).
There were only a few bug fixes in 5.15, but even if the programs in the
two starkits were identical, they may behave differently, depending on
how they were built.
If I remember correctly, Xmaxima 5.14 was built by Vadim, but 5.15 was
built by someone else, with a different system. We need to rebuild the
Starkit for Windows. It can be done from Linux; I've done it
successfully in the past, but I'd have to relearn how to do it.
There is an easier solution: If somebody in this list built Xmaxima 5.15
in Windows independently, and Xmaxima runs without problem, please send
us a copy of just Xmaxima; it should work fine with the rest of Maxima
5.15 distributed in the sourceforge site.
For the next release, I will fix Xmaxima so it does not fail to start if
the browser cannot open the intro page.
