integral of 1/(x^4+3*x^2+1) fails

I see that the "poor man's integrator" handles some rational functions.
Does this
method determine the antiderivative of all rational functions? I recall
that some
time ago somebody wrote Maxima code for the poor man's integrator. Might be
useful to test this code and place it into /share?
