Hello Robert,
I have not build the version GCL 2.6.8 myself. I had found a download.
Now I have got GCL from CVS, but I do not know how to build it under Windows. Do
you have some hints for me to build a new GCL? I have a Linux too. Can I build
it the Windows version under Linux?

I pulled GCL tag Version_2_6_8pre from GCL's CVS and built it
(on Linux) and built Maxima with it. It appears to parse floats
correctly and the Maxima test suite passes with no unexpected errors.
Maybe the bug was fixed in GCL? But this version advertises itself
as "GCL 2.6.8" (same as yours) so I can't tell if we are running the
same version or not.
