cvs ... rdiff -uN ...
The main problem is with tags, there's no (to my knowledge) easy way
to find the list, unless you have access to _repository_itself_:
rsync rsync://maxima.cvs.sourceforge.net/cvsroot/maxima/CVSROOT/val-tags .
There's a horrible way via parsing the result of "cvs status -v" command.
