Well, I was able to contact a couple of the developers that worked on
ALPAL, and it turns out that Maxima is based on an older version of
DOE-MACSYMA than the version they used, so ALPAL relies on some
capabilities that aren't in Maxima at all. There also isn't a working
code-base available because it was in the midst of a major re-write
when the funding for the project got canceled.
I am still interested in starting an ALPAL-like package for Maxima.
