Radexpand and constant numbers

sqrt(4) => 2                    OK
sqrt(x^2) => abs(x)          OK
sqrt(4*x^2) => 2*abs(x)   OK

radexpand:false$

sqrt(4) => 2                    OK
sqrt(x^2) => sqrt(x^2)      OK
sqrt(4*x^2) => sqrt(4*x^2)  Is this OK?

Shouldn't this last case be 2*sqrt(x^2) even with radexpand:false?
