The first 13 chapters are complete. Only some functions are missing.
Furthermore, parts of chapter 15 and 16 and the chapter 18 are
translated. In my sandbox I have the translations of parts of the
chapter 25.
I have rearranged a lot chapters. At this time, the translation includes
the first part "Maxima infrastructure" completely and a lot of the part
"Support for specific areas of mathematics".
Missing translations are included in English. With this, the manual is
complete.
