Currently this feature is turned off because people seem more
comfortable with batch processing the queue every day or two than
to get a notice for every single spam message hitting the list.
What would be useful is some facility to remind us if the queue
grows older than n days, but it seems mailman doesn't support this and
I never wished for it badly enough to script something like that myself...
