Why are you saying this? The code in the build-index+cl-ppcre branch
was written on that theory, and it didn't work. Now there is some
different code in place, which does work (when Maxima/Lisp's idea
of the encoding matches the actual encoding). That seems like pretty
strong evidence that the theory is incorrect.
