The reason Maxima doesn't make such a transformation is that the
notation is inadequate for the job. It is intentional.
You can do this:
gradef(f(y),h(y));
then diff(f(g(x)),x) is shown as h(g(x)) * diff(g(x),x).
There is no widely accepted notation for "derivative with respect to the
first argument of f". I believe that there are packages in Maxima that
make up such a notation, but they
are not used by the ordinary "diff" program.
