Use the sqrtdenest function.

(%i1) sqrt(4-2*sqrt(3));
(%o1) sqrt(4-2*sqrt(3))
(%i2) load(sqdnst)$
(%i3) sqrtdenest(%o1);
(%o3) sqrt(3)-1
