How do you want this done?  Just put a LICENSE file in each directory
stating the license?  I see that coblya has a license statement in a
couple of the files.  That's probably not good enough since other files
don't have licenses.

And what do we want to do about src/numerical/slatec?   I think it
certainly makes it more difficult to have src not all be under the GPL.
