It seems likely that none of the current developers are familiar with
diag.mac, so if you want some changes, probably it's most effective if
you propose them yourself. Do you have a patch for diag.mac?
Incidentally the various parts of Maxima generally don't have designated
authors or maintainers, and developers work on whatever strikes their
fancy. So to make a change to diag.mac it's not necessary to find its
original author.
