Well, this is what source code comments are for ...

It seems it is not technically necessary to do this optimisation
at compile time, so if it is considered too controversial to do
this in the build process, then perhaps some share package can
do this optimisation when loaded - this would also solve the problem
of new additions to the property list after startup.

BTW I'm not interested in this for speed but for battery saving.
People nowadays are running maxima on their smart phones etc., so this
becomes increasingly important. (Regarding battery saving maxima already
shines compared to many alternatives. However that's no excuse to not
make it even better.)
